SENATE VOTE : 28-8
SUBJECT : Training and technical assistance for after-school
programs.
SUMMARY : Directs the joint advisory committee on after-school
program needs of the State Department of Education (SDE) and the
Foundation Consortium for School Linked Services to make
recommendations related to training and information necessary
for policy makers and makes an appropriation. Specifically,
this bill :
1)Details the existence of a joint advisory committee created by
the SDE and the Foundation Consortium to provide information
on the technical and training needs of after-school programs
and to provide a system through which local programs can
impact the development of statewide policy in this area.
1)Requires the SDE and the Foundation Consortium to direct the
advisory committee to make recommendations to the SDE related
to:
a) The technical assistance and training needs of after
school programs.
b) The information to be provided to policymakers on the
policy needs and decisions of after school programs.
1)Makes an appropriation of $250,000 from the General Fund to
the SDE for training grant coordinators and site managers for
after school programs.
EXISTING LAW provides funding for the After School Learning and
Safe Neighborhoods Partnerships (ASLSNP) Program and other local
after school programs that promote and encourage collaboration
between schools and other local agencies. In 1999 the SDE
allocated funding for 573 ASLSNP sites and in 2000 will allocate
funding for another 350-400 sites. These sites may only use 15%
of their start-up funds for training, technical assistance and

all other non-direct operational needs. Last year some sites
received one-time federal funds for training and/or technical
assistance. The SDE maintains that this bill would provide
funding for the SDE portion of the joint partnership between the
SDE and the Foundation Consortium which is supporting the
activities of the advisory committee.
FISCAL EFFECT : $250,000 (GF)
COMMENTS : The author states that "a critical need leading to
the success of local programs is qualified and well-trained site
leadership. Currently, no infrastructure or support exists to
train grant and site coordinators. This need has been
identified and supported through informal surveying of after
school stakeholders throughout California."
Evaluation funding is not contained in this bill, however,
evaluation is a priority of the advisory committee and will
likely be included in their recommendations for future funding
and support.
